Constructs a new parser

Parameters:

ctxt - the Jackson IO context

jsonFeatures - bit flag composed of bits that indicate which JsonParser.Features are enabled.

bsonFeatures - bit flag composed of bits that indicate which BsonParser.Features are enabled.

in - the input stream to parse.
