Creates a new instance of PersistConfig.

Parameters:

filePath - the Alluxio path of the file to persist

mountId - the mount ID for the UFS path to persist the file to

overwrite - flag of overwriting the existing file in UFS or not

ufsPath - the UFS path to persist the file to
