checks whether smallAtt is a matching subset of bigAtt depending on datatype

Parameters:

smallAtt - the small att to test

bigAtt - the big att, e.g. list to test against

dataType - the datatype of the big att

Returns:

true if smallAtt is a matching subset of bigAtt
