Replaces all . and / with _ and removes all spaces and double/single quotes.

Parameters:

name - the name

cleanupStr

                boolean allowDottedKeys)

Replaces all . and / with _ and removes all spaces and double/single quotes. Chomps any trailing . or _ character.

Parameters:

name - the name

allowDottedKeys - whether we remove the dots or not.
