public class CreateAwardBudgetAuthorizer
extends AwardAuthorizer

The Create AwardBudget Authorizer checks to see if the user has permission to create an AwardBudget. The user must have the relevant permission under the LeadUnit hierarchy in order to create an AwardBudget
